For decades, the U.S. has had two sets of export controls: goods, services and technology on the U.S. Munitions List (USML) have been controlled under the International Traffic in Arms Regulations (ITAR), while “dual use” items, services and technology on the Commerce Control List (CCL) have been subject to the Export Administrative Regulations (EAR). Starting in 2011, however, the Government has been in the process of implementing fundamental reforms to the ITAR and EAR, primarily by transferring in staggered stages defense articles and related services and technology from the USML to the CCL, and in 2018, Congress finally passed the Export Control Reform Act, which adopted most of the reforms. In this webinar, the editor of The Annotated Export Administration Regulations Desk Reference presents critical information for managers of international sales and export compliance officers by explaining the changing licensing processes under the ITAR and EAR and tracking the progress of Reform Act implementation to date.
